Comprehensive Plan Update
Canby’s Comprehensive Plan was originally created in 1984, with different elements added in 2007, 2015, and 2019. Although new elements have been added, the complete plan is in need of an update. The Comprehensive Plan directs all activities related natural and man-made systems and services in Canby. City leaders use the Comprehensive Plan to coordinate public investments and make decisions about existing and new development. The plan helps manage expected population and employment growth through a series of goals and policies that align with the community’s vision. All Oregon cities and counties are required to have a comprehensive plan that is consistent with Oregon’s 19 Statewide Planning Goals. The Statewide Planning Goals set broad policy direction for topics such as land use planning, community involvement, housing, economic development, transportation, parks and more. Comprehensive Plan policies are carried out through implementing ordinances such as area and community plans, zoning codes, permits, and public improvements that must be consistent with the Comprehensive Plan.
Canby's new Comprehensive Plan was adopted in June 2026. Please see the documents below for more information. Thank you to everyone in the community who participated in the process!
