SDC Methodology Update

System Development Charges (SDCs) are one-time fees based on the proposed new use or increase in use of a property. These charges apply to new construction and redevelopment of an existing use which may increase the impact to City infrastructure. SDC revenues may only be used for capital costs; they cannot be used for ongoing facility or system maintenance or for projects that either fix existing system deficiencies or replace existing capacity. Local governments must establish SDCs by ordinance or resolution and through a public process. The local government must have a methodology to calculate reimbursement and improvement fees and provide for a credit if a developer finances certain improvements.

The City of Canby and its subconsultant team have prepared a draft methodology report for the four SDCs charged by the City*:

  • Parks
  • Stormwater
  • Transportation
  • Wastewater

The public draft of the report is linked below and is anticipated to be heard at the July 1, 2026 City Council meeting.

*Note that SDCs for electrical and water service are charged by Canby Utility.
