Proposed 99X and Canby Loop Schedule Updates – Effective September 8, 2026

Canby Area Transit (CAT) is proposing schedule updates to the 99X and Canby Loop routes beginning September 8, 2026.

These proposed changes are designed to improve service frequency, increase transit access, and better align our service with community needs and recommendations identified in the recent Transit Master Plan.

Proposed Service Improvements

More Frequent Service to Oregon City

Additional weekday service hours and funding adjustments will allow CAT to provide more frequent trips between Canby and Oregon City, reducing wait times and improving connections for riders.

Improved Canby Loop Service

The proposed schedule includes service during two meal-break periods that were previously not covered by the Canby Loop, providing more consistent local transportation throughout the day.

Why Are These Changes Being Proposed?

CAT is required to modify the 99X route due to the construction of a new restaurant at the current CAT bus stop location in the Bi-Mart parking lot in Woodburn.

As part of the proposed route changes:

The Woodburn stop will be relocated to the existing Woodburn Transit stop on Mt. Hood Avenue, adjacent to Dutch Bros and the DMV.

A new stop will be added on Progress Way near the Legacy Health Center.

Due to available funding and operating hour limitations, the proposed schedule shifts some service resources toward increased frequency between Canby and Oregon City. As a result, Woodburn service would operate less frequently than it does today. CAT recognizes that this represents a reduction in service for some riders traveling to and from Woodburn and is seeking public feedback on the proposed changes before implementation.

All proposed changes are consistent with recommendations identified in CAT's recently adopted Transit Master Plan and are intended to improve connectivity, service reliability, and transit access throughout the region.
