Canby’s Comprehensive Plan was originally created in 1984, with different elements added in 2007, 2015, and 2019. Although new elements have been added, the complete plan is in need of an update. The Comprehensive Plan directs all activities related natural and man-made systems and services in Canby. City leaders use the Comprehensive Plan to coordinate public investments and make decisions about existing and new development. The plan helps manage expected population and employment growth through a series of goals and policies that align with the community’s vision.
Canby’s Transportation System Plan (TSP) was last updated in 2010 and is in need of a new update as Canby develops. The Transportation System Plan is Canby’s primary transportation planning document. Oregon law requires cities to adopt and update TSPs to meet the transportation needs of users while aligning with the statewide transportation system. The TSP provides policies that support and address internal and external issues to maintain and enhance Canby’s connections, growth, safety, and ecosystems.
Each city in Oregon is surrounded by an urban growth boundary (UGB), a plan to designate where the city will grow over 20 years. This growth can occur with new houses, industrial facilities, businesses, or public facilities such as parks and utilities. Restrictions in areas outside of a UGB protect farm and forest resource land and prohibit urban development. Generally speaking, it’s where the city ends and the farms and forests begin. Canby anticipates a UGB expansion to support the city’s 20-year need for jobs and housing.
